The TV's built in plex app is not fast enough to play the 4k content, the video stream doesn't buffer, but gets very choppy, where the video is frozen but audio continues until the video catches back up. The odd thing to me is that there is a ton of network capacity. The Chromecast is connected 5GHz ac as is the TV, with excellent signal strength.

If you're transcoding an H.265 video but your GPU only supports H.264 encode/decode, your CPU will decode the video, and your GPU will encode it to H.264.
